James C. Buckley, Inc. was established in 1949 by James C. Buckley who retired from the New York City Port Authority. James C. Buckley, Inc. was a consulting organization specializing in the field of transportation, with special emphasis in the planning and development of maritime and inland ports, as well as airports, and in providing technical assistance in management and operations of such facilities. Through the years, the composition and services of the company have changes as James C. Buckley became a member of the AAROTEC Group of companies in 1988.
In June of 1997, the name of the company changed from James C. Buckley, Inc. to JCB, Inc. with the majority of stock owned by Glenda Willoughby. Ms. Willoughby represents the company as the President and Chairman of Board. With extensive experience in management, specifically the last 20 years in management of an engineering firm, she envisioned future growth for JCB, Inc. as a Woman Owned Business Enterprise (WBE) in the transportation engineering field.
JCB, Inc. provides services in all aspects of infrastructure design, traffic engineering, and drainage design. JCB, Inc. focuses on bridge and roadway work.
Design Services are provided for all types of general infrastructure expansion, rehabilitation and development projects, including civil, structural, electrical, and mechanical engineering as well as architectural projects.
Planning Services are offered for facilities and operational planning, development feasibility studies, sector institutional planning, master planning, facility interface planning, facilities programming and configuration, land use studies, environmental studies, financial planning and programming, management studies, system planning, site selection, capacity studies, and pavement evaluation and analysis.
Project Control Services include construction management and supervision, contract administration, program management planning and controls, quality control, value engineering, cost estimating, and scheduling.
