Scope of Services:

Completion Date:

Detailed Description of Services:

AAROTEC conducted a study of the restructuring and modernization of the National Airport System (NAS) of Argentina (60 airports) by increasing the participation of the private sector in the operation and management of the NAS. Work included a full inventory and diagnosis of 31 of the principal airports in the country and a diagnosis of the system’s institutional financial, economic, and regulatory aspects. An investment program for bringing the NAS up to standards and accommodating forecast traffic growth was prepared. Airport rates and charges, and current commercial practices were reviewed and charges proposed. Based on estimates of future revenues, a proposed partially privatized institutional structure, estimates of operational and maintenance costs, and an investment program, a financial analysis was made of various alternatives for privatizing the NAS. The study was financed by a loan from the World Bank.
